Introduction and Background
Established in 2016, the NHS Clinical Entrepreneur Programme supports healthcare staff to develop entrepreneurial skills, knowledge and experience needed to successfully develop ideas, innovations and startups within the NHS, for the benefit for patients, the public, and the wider NHS.
The programme offers a range of support including direct education, mentoring, networking, and access to exclusive opportunities, expertise and resources.
Since its launch, the programme has grown in scale and impact. Over seven years, the programme has recruited over 1200 clinical entrepreneurs, making it the world’s first and largest national-level workforce development programme for Clinical Entrepreneurs.

Anglia Ruskin University were commissioned as delivery partner in December 2020. By completing this application you will be applying for year eight of the Clinical Entrepreneur Programme. It is expected that the Year 9 cohort will begin in March 2025, and this will be preceded by our Big Pitch celebratory event on the 5th March 2025 in London, which all successful applicants will be invited to.
Advice and guidelines on how to use the portal
- Create an account: To be able to submit an application, you will need to register to the application portal. To register, please follow the on-screen instructions. Once logged into your account, you can then begin your application from the portal home page.
- Save your work regularly: We recommend you save your work regularly to minimise the risk of losing work due to internet issues or issues with your computers, which can happen. You may save your progress using the ‘Save and Close’ button and return to the application process later.
- Submit your application on or before 29 October 2024: This is the final deadline for applications and only complete applications received before the deadline will be accepted.
- Submit a single application: Please only submit one application and ensure all information provided is correct. Please provide relevant and well-articulated answers and give examples, if you can.
- Complete all sections: Please ensure you complete all sections of the application fully. Incomplete applications will not be assessed. this includes letters or support and CV's
- Only use the portal to apply to the programme: Please only submit your application via the portal. Applications submitted by post, email, or any other method will not be accepted.
- Avoid using acronyms: Please try to avoid acronyms unless they are necessary, to make your application accessible by those assessors that do not have an NHS background. If you do choose to use an acronym, please write it out in full initially with the acronym in brackets and then continue to use the acronym.
- Please use clear, concise and and understandable language and please provide adequate explanation in the questions asked, avoiding using overly complicated technical or medical terms: For more guidance see our pitching masterclass (video content cheat sheet).
- Only submit written text and videos of yourself: Please only use written text, do not use images or other graphics in your answers. When submitting video answers, please keep it as simple as you can, with just video footage of yourself speaking. Please do not use PowerPoint presentations or animations.
- This application is for you as an individual. If you have a colleagues, partners or co-founders working on the same innovation or idea (and that is also part of the NHS workforce) they will need to submit their own application. We will not accept any joint applications.
- Make sure that you have your letters of support ready. The programme requires two letters of support from colleagues you have worked with professionally in the last two years. These should be similar to a job reference with details on why the referee/supporter of your application thinks you would be a suitable candidate for the CEP. We will not accept any applications without these letters, and they must be uploaded onto the portal during the application phase – late letters will not be accepted.

To apply you must be part of the NHS Workforce in England, Scotland and Wales which includes:
All NHS workforce staff and those providing NHS Services such as: GP’s, dentists, pharmacists, physios, are welcome to apply, including those in both clinical (including clinician academics who work in research/university) and non-clinical roles. If you are working as a locum, or in a hospice you can also apply.

- Healthcare Scientists
- Medical Associate Professions (including Physicians Associates etc),
- Clinical Support Staff (such as phlebotomists, healthcare assistants/ carers, porters)
- Optometrists
- Healthcare managers (such as operational managers, project managers, general managers etc)
- Administrative and Clerical Staff.

Invest Northern Ireland will be funding places on the CEP however this will need to be claimed by back individuals who successfully gain a place.

For those applying from Northern Ireland please ensure that you read the following: The NHS Clinical Entrepreneurship Programme (CEP) provides limited financial assistance in support of your business idea. As such it is classified as Minimal Financial Assistance under the UK’s Subsidy Control Act 2002 which limits such support to £315,000 in the current financial year and previous two. Should Article 10 of the Northern Ireland Protocol to the UK EU Withdrawal Agreement apply, the financial assistance will treated as de minimis aid under Commission Regulation (EU) No 1407/2013 which limits such support to €200,000 in the current and previous two financial years.
You are therefore required to supply details of any Minimal Financial Assistance or de minimis aid that you have received in the current and previous two financial years.
Please note that if your application is successful, you receive a place on the programme you data will be additional shared with Health Innovation Research Alliance Northern Ireland and Invest Northern Ireland.
